III. How are students identified for Title I?
The goal is to identify students objectively based on real academic
need, not individual teachers’ good intentions or ‘pet peeves.’
Ponca elementary uses an annual needs assessment matrix which,
depending on the grade level, includes categories such as
achievement test scores, letter recognition and letter sounds,
sight word knowledge, unit test scores, universal screenings, and
teacher rankings of ability and work habits.
Every Ponca elementary student receives a numbered score for each
category according to their performance. Students with lower scores
on the needs assessment matrix in the spring will qualify for Title
I the following school year.
Exemptions:
1. Students with learning disabilities or have been identified with
other challenges that hinder academic growth might not be served by
Title I if they are receiving Special Education services.
2. Parents have the right to refuse Title I services at any
time.
